My first thought is that if it's pure mono printing then get a duplex capable laser printer. In terms of consumables cost, maintenance, etc... it would make much more sense.
Probably the key reason for that is that any colour inks are going to just be wasted unless we're talking greyscale photo printing in which case the colours will be used in the printing.
That aside though here's my answer on the whole CIS system just in case laser is a no

That would depend on your working style... If you were doing this much printing I'd get into a routine where you had three or so sets of cartridges (more on the black) and either once a week or whatever you'd spend a couple of hours doing all your refilling in one go. If you're looking at Canon Pixma's that would definitely be my suggestion as they either work or they mess with your head.
Personally I'd think seriously about something like the HP K5400dtn as it's a fast inkjet, has a high paper capacity and already has the CIS built in. You could add a CIS as extra capacity but take heed of my comments re: CIS's for this printer (look for websnail k5400 on google
) as there's a lot that can go wrong... Oh and get dyebase ink instead of pigment because the black printheads in them isn't that great.
Epsons... Well, none of those do duplexing in your price range (that I know of) so that's out.

Overall... I think I'd have to recommend the iP4500 and go with refilling... In terms of inks... Image Specialists or Hobbicolours seem to be the ones to go for... Those are resold in various places but it'd depend on where you are.
Hope that helps but definitely get other opinions too and think seriously about a mono laser if you can.
